يتم تشكيل لجنة الاختيار ومراجعتها على أساس قواعد ومعايير الأكاديمية، وتقوم دائرة السينما بوزارة الثقافة بالمتابعة والإشراف على العملية.
تشكيل اللجنة:
* تقوم وزارة الثقافة الفلسطينية بتعيين أعضاء لجنة الاختيار، بما في ذلك أمين اللجنة، من محترفين وخبراء في صناعة السينما الفلسطينية، وبمشاركة غالبة من صانعي الأفلام.
* يجب أن يتمتع الأعضاء بسجل واعتمادات في صناعة الفيلم والمساهمة في السينما الفلسطينية.
* تضمن اللجنة مساحة شاملة للجميع.
* يتم الاختيار وفق معايير وإجراءات معتمدة لاختيار الفيلم.
* على أعضاء اللجنة التصريح عن أي تضارب مصالح محتمل، وذلك ضمانا لحيادية القرار.
* تلتزم اللجنة بسياسة الخصوصية فيما يتعلق بتداول أو مشاركة أي نقاشات وقرارت خارج إطار اللجنة.
آلية العمل والتقييم:
* يقوم أمين اللجنة بدعم من دائرة السينما بالوزارة بجدولة وعقد اجتماعات اللجنة.
* يتم إتاحة جميع طلبات الأفلام المؤهلة بما في ذلك روابط المشاهدات المؤمنة إلى أعضاء اللجنة.
* يجب على أعضاء اللجنة مشاهدة وتقييم جميع الأفلام آخذين بالاعتبار الجودة الفنية، والأصالة، والابتكار، والسردية، والإخراج، والتمثيل، والتميز الفني.
* يتم عقد اجتماع للتداول والتصويت وفقًا للموعد النهائي. في حال عدم تحقق الأغلبية، يتم تعيين أجتماع ثان لمواصلة النقاش والمداولة حنى الوصول إلى أغلبية الأصوات.
* يتم توقيع القرار النهائي من جميع الأعضاء ورفعه إلى الوزارة.
* تصدر وزارة الثقافة بياناً صحفياً تعلن فيه قرار اللجنة بالفيلم المختار لتمثيل فلسطين في فئة أفضل فيلم روائي دولي.
Guidelines for formation and operation of the Selection Committee-Palestine:
Selection committee is formed and reviewed on the basis of Academy rules and criteria, the department of Cinema at the Ministry of Culture follow-up and supervise the process.
• Palestine Ministry of Culture assigns selection committee members, including the chairperson; comprising of Palestinian film professionals and experts of Palestine’s film industry, with the majority participation of filmmakers.
• Members should have a proven track record in the film industry and be recognized for their contributions to cinema.
• The committee guarantees an inclusive space for everyone.
• The selection adheres to a transparent process with clear criteria and procedures for film selection.
• Committee members must disclose any potential conflicts of interest and ensure that decisions are made impartially.
• The Committee adhere a confidentiality policy where all discussions, deliberations, and decisions are prohibited from sharing outside the Committee.
• The Chairperson with the support of the Cinema Department of the Ministry schedules and convenes committee meetings.
• Members receive access of all eligible submissions, including a secure screening platform.
• Committee members should watch and evaluate all eligible films based on artistic quality, originality, innovation, storytelling, direction, acting, and technical excellence.
• A deliberation and voting meeting is held in alignment with deadline, if no majority of votes is achieved. A second meeting is held to continue discussion and deliberation, until a majority of votes is achieved.
• The final decision is signed by all members and is submitted to the ministry.
• The Ministry of Culture issues a press release announcing the committee’s decision of Palestine’s submission for the Best International Feature Film Award.
