Selection committee is formed and reviewed on the basis of Academy rules and criteria, the department of Cinema at the Ministry of Culture follow-up and supervise the process.

Selection Committee formation:

* Palestine Ministry of Culture assigns selection committee members, including the chairperson; comprising of Palestinian film professionals and experts of Palestine’s film industry, with the majority participation of filmmakers.

* Members should have a proven track record in the film industry and be recognized for their contributions to cinema.

* The committee guarantees an inclusive space for everyone.

* The selection adheres to a transparent process with clear criteria and procedures for film selection.

* Committee members must disclose any potential conflicts of interest and ensure that decisions are made impartially.

* The Committee adhere a confidentiality policy where all discussions, deliberations, and decisions are prohibited from sharing outside the Committee.

Operation & evaluation process:

* The Chairperson with the support of the Cinema Department of the Ministry schedules and convene committee meetings.

* Members receive access of all eligible submissions, including a secure screening platform.

* Committee members must screen and evaluate all eligible films based on their artistic quality, originality, innovation, storytelling, direction, acting, and technical excellence, as well as their international competitiveness.   

* A deliberation and voting meeting is held in alignment with deadline, if no majority of votes is achieved. A second meeting is held to continue discussion and deliberation, until a majority of votes is achieved.

* The final decision is signed by all members and is submitted to the ministry.

* The Ministry of Culture issues a press release announcing the committee’s decision of Palestine’s submission for the Best International Feature Film Award.
